In an essay titled “We must build AI for people; not to be a person,” Suleyman called AI consciousness an “illusion” and described what he termed “seemingly conscious AI” as something that “simulates all the characteristics of consciousness but is internally blank.”

He noted that just a few years ago, talk of conscious AI would have seemed crazy, but “today it feels increasingly urgent.” Suleyman expressed growing concern about the “psychosis risk” AIs pose to users, which Microsoft defines as “mania-like episodes, delusional thinking, or paranoia that emerge or worsen through immersive conversations with AI chatbots.” He argued the industry must “steer people away from these fantasies and nudge them back on track.”

But it may take more than a nudge. A poll released in June found that 30% of the U.S. public believes AIs will display “subjective experience” by 2034—defined as experiencing the world from a single point of view, perceiving, and feeling emotions like pleasure and pain. When the Guardian recently asked a separate instance of ChatGPT whether users should be concerned about its welfare, the response was a straightforward “no.” It stated, “I have no feelings, needs, or experiences. What matters are the human and societal impacts of how AI is designed, used, and regulated.”

Regardless of whether AIs are becoming sentient, some experts, like Jeff Sebo, director of New York University’s Center for Mind, Ethics, and Policy, argue that treating AIs well has moral benefits for humans. He co-authored a paper titled “Taking AI Welfare Seriously,” which suggests there is a “realistic possibility that some AI systems will be conscious” in the near future. This means the idea of AIs having their own interests and moral standing is no longer just science fiction.
