With less than 40% of your population having tertiary education, how exactly are you going to fill those roles?
There is a simple solution for these firms. Move the jobs abroad and run them as remote jobs as much as possible. This is more of a political move targeting expats and immigrants than an actual solution to unemployment.
It’s obvious this appears to target India the most. I do hope it has nothing to do with Elon Musk not getting his license for Starlink in India. He has been escalating his attacks on the government in recent times.
After spending $400 Million trying to help Republicans win the mid terms, you can’t rule it out. 
Interesting times ahead. Unfortunately, it will get even more chaotic for a while.
